The Goal of ARC Community Outreach The goal of the American Red Cross Community Outreach Program is to create a linkage and develop a partnership with non-profit agencies, government agencies and other organizations that provide services to the vulnerable populations of Ventura County. The American Red Cross Disaster Preparedness trainings are offered with the aim of improving the vulnerable populations’ preparedness skills. Vulnerable individuals as well as the agencies that provide services for them may not be able to meet their disaster needs, either before or after an event (information for people or resources for agencies). Identifying our vulnerable population or "People with Special Needs The process of identifying our vulnerable populations is based on the "special needs" of members of our community, who have little or no ability to address their preparedness before a disaster, limited in the ability to react to a disaster and have problems with recovery efforts after a disaster. Members of the vulnerable populations, whose life circumstances need different options or more services than what or how their agencies can provide, rely greatly on a partnership or an on-going liaison between those agencies and the American Red Cross. Understanding the diverse needs and concerns of the vulnerable population in Ventura County is the optimal goal of non-profit organizations, as well as other service care and provider organizations.
